Shirley Bowen

Dr Shirley Bowen is Director General of WA Health and an experienced physician and healthcare leader with extensive expertise across public and private health service delivery. She is passionate about person-centred care and building a high-performing health system that delivers excellent outcomes for the people of Western Australia.

Prior to her appointment as Director General in May 2024, Dr Bowen served as Chief Executive of North Metropolitan Health Service and CEO of St John of God Subiaco Hospital. Throughout her career, she has held a range of senior leadership positions, including Chief Medical Officer of the Australian Capital Territory, Executive Director of Fremantle Hospital and Dean of the School of Medicine at the University of Notre Dame Australia.

Across these roles, Dr Bowen has led improvements in healthcare delivery, supported medical education and research, and championed innovation and community-focused services. Her leadership is underpinned by a commitment to compassionate, evidence-based care and empowering healthcare professionals to deliver continuous improvement.

Dr Bowen holds Fellowships in Infectious Diseases (FRACP) and Sexual Health Medicine (FAChSHM), as well as an honorary Fellowship in Medical Administration (FRACMA).

As Director General, she is focused on ensuring healthcare across Western Australia is accessible, timely and evidence-based, while supporting a skilled and resilient workforce capable of meeting the evolving needs of patients and communities.
